17 Sep 20 - LCC refuse the planning permit at a special council meeting. In this meeting Harriman warns that the applicant (Chunxing) will go to VCAT to get the decision overturned. 31 Dec 20 - In a surprise move, Richard Wynne, then Planning Minister overturns LCC decision using a legislative instrument meant for stimulating businesses impacted by COVID. Unusual, but achieved the desired effect. Decision made at the best time to evade attention by the press. 12 Apr 21 - Chunxing setup a Community Liaison Committee (CLC) to win over the community with cash. Founding members included Richard Elkington as Chair and Melissa Ferguson. Not the ward councillor but we suspect that Ferguson was inserted so she would reliably follow Harriman and Elkington's lead. True to form, Ferguson attends first few meetings and then goes AWOL. 15 Jul 21 - The Latrobe Valley Express reports that Chunxing got started lubricating the community by handing out $10k to Morwell and Traralgon Lions. Harriman just happened to be President. Again, no conflict declared. [ULAB Recycling Plant]
